Pristina believes it is not up to
the EU to present a draft statute for the Community of
Serb-majority municipalities in Kosovo. "Nowhere in any of the
documents defining the negotiation process does it say that the
draft statute for the Community of Serb-majority municipalities
is the responsibility of the European Union," said Kosovo
Parliament Speaker Gljauk Konjufca. This, he added, is instead
up to Pristina. In statements to the Albanian-language edition
of Voice of America, picked up by the press in Belgrade,
Konjufca said the West's call for the creation of the Community
of Serb Municipalities will not be met unless the international
community pressures Belgrade to recognize Kosovo. That of the
Community of Serbs is among the central issues on the
negotiating agenda between Belgrade and Pristina, and the
EU-under whose aegis the dialogue between the parties has been
held since 2011-has proposed a draft statute for such a body, on
which the Kosovo leadership generally maintains strong
resistance fearing that it could turn into a new Republika
Srpska, the Serb-majority entity in Bosnia and Herzegovina.
