European Commission President Ursula
von der Leyen called for the creation of a "global panel"of
scientists, tech firms and independent experts to address the
challenges posed by Artificial Intelligence (AI), along the
lines of the United Nations Intergovernmental Panel on Climate
Change (IPCC), during her annual State of the Union speech.
"We are now laying the foundations for a single governance
system in Europe," von der Leyen said.
"But we should also join forces with our partners to ensure a
global approach to understanding the impact of AI in our
societies," she said, recalling the recent warning made by
"hundreds of leading AI developers, academics and experts" about
the urgent need to "mitigate the risk of extinction from AI.
"I believe Europe, together with partners, should lead the way
on a new global framework for AI, built on three pillars:
guardrails, governance and guiding innovation," added the EC
chief, affirming the EU role as a world leader in AI regulation.
She said a European law on this issue, which is in the process
of being approved, "is already a blueprint for the whole world.
"We must now focus on adopting the rules as soon as possible and
turn to implementation," von der Leyen concluded.
