Italy, Austria and Belgium have requested to use the flexibility clause in the EU budget rules in their Draft Budgetary Plans for 2016, due to "unusual events outside government control" - namely, the migrant crisis - Italy's economy ministry said on Wednesday.
In the document that Economy Minister Pier Carlo Padoan delivered to the Schengen committee during a hearing on migrant management, the economy ministry said "Germany, Finland and recently also Slovenia provided some information, without however requesting use of the clause".
