The Slovak duty presidency
of the EU on Thursday proposed a new revision of the EU's Dublin
Regulation on migrants, saying that States should choose certain
categories to relocate, the easiest to integrate and the most
vulnerable". The proposal also envisages the closure of internal
borders and measures such as "detention" to prevent "secondary
movement". Earlier this month the EU rejected a Slovak proposal
to remove the obligatory nature of solidarity called for by a
new European Commission migrant relocation plan and make it
voluntary.
