The following is an outline of
the main points in the government's fiscal decree, including
measures for a 'fiscal peace' with people in disputes with tax
authorities.
DISCOUNTS FOR INDIVIDUALS, FIRMS IN DIFFICULTY. The decree
gives big discounts on unpaid arrears for people and business in
financial difficulty.
The current proposal forwarded by Infrastructure
Undersecretary Armando Siri is for the payment of three
different rates - 6%, 10% and 25% - depending on the degree of
hardship.
For individuals the three bands would apply, respectively, to
people whose earnings are under 15,000 euros a year, between
15,000 and 22,000 and between 22,000 and 30,000.
For firms the discounts would apply to those that have debts
of over 20% of the value of their production and liquidity
indices of under 0.3%, 0.3-0.6% and 0.6-0.8%.
CHANCE TO ALTER OLD TAX DECLARATIONS. The decree makes it
possible for taxpayers to come clean on earnings that were not
declared in statements over the last five years, up to a maximum
of 100,000 euros a year.
The individual would pay tax of 20% on these earnings.
CANCELLATION OF SMALL ARREARS. Tax bills of under 1,000 euros
issued between 2000 and 2010 are to be scrapped.
The measure will benefit 53% of the taxpayers with unpaid
arrears.
'LIGHTNING' RESOLUTIONS. People who have been notified of an
alleged transgression by the authorities will be able to present
their tax declarations again, revising the figures, without
fines or interest payments. However, the request to benefit from
this procedure will have to be presented within 30 days of the
decree's publication in the Official Gazette.
