Italy's highest administrative
court on Wednesday objected to some aspects of a new measure to
include RAI license fees in electricity bills.
The Council of State said the new norms fail to define
"television set" given the many devices now on the market, such
as smartphones and tablets that can also receive TV programs.
The regulations should specifically say only residents with
TV sets "capable of receiving digital terrestrial or satellite
broadcasts, whether directly or via a decoder".
The court added that the new norms are written in
"technical formulas that are difficult to understand" for those
who are not sector professionals.
