A government overhaul of
anti-poverty measures should cover existing welfare services as
well as future ones, pensions and social security agency INPS
President Tito Boeri told a Lower House hearing on Monday.
The House is examining an anti-poverty bill to replace
current legislation. However reorganizing the welfare system
could take up to 30 years, Boeri said.
The INPS chief also called for the speedy implementing of a
Lazio Regional Administrative Tribunal (TAR) verdict striking
down the inclusion of disability checks from income means tests
(called ISEE and ISPE in Italy) used to calculate who deserves
which benefits.
He called on lawmakers to immediately come up with a
solution guaranteeing the implementation of the verdict, which
affects some 400,000 families with disabled members.
As well, Boeri said pensions reverting to a widowed spouse
should be excluded from the ISEE calculations.
