Salvini pushing measure, president has voiced doubts

(ANSA) - Rome, May 21 - The latest draft of the government's second security and migrants decree still refers to fines for ships entering Italian waters illegally but does not refer to migrants, sources said Tuesday.
    Interior Minister Matteo Salvini is pushing hard for his decree but Italian President Sergio Mattarella has reportedly voiced doubts about it complying with the Italian Constitution.
    The UN criticised the proposed fines for migrant rescue ships.
