Detainee rights watchdog 'concern'

(ANSA) - Rome, October 15 - Italy's guarantor for the rights of detainees, Mauro Palma, on Monday voiced "opposition", "perplexity" and "strong concern" over some of the norms in the government's new security decree regarding migrants.
    Addressing the Senate constitutional affairs committee, Palma said the indeterminacy of the places where migrants might be held "can generate arbitrariness".
