(ANSA) - Brussels, March 2 - The European Commission intends to reform the Dublin Regulation by July and restore the Schengen Area passport-free zone to normality by November, according to a draft timetable ANSA has seen Wednesday. If "serious deficiencies at external Greek borders persist" by May 12, the draft calls for activation of Schengen Borders Code Article 26.
    That article allows one or more States to reintroduce border controls in view of exceptional circumstances that put the functioning or internal security of the Schengen Area at risk.
