He is expected to lose his Senate seat later this month.
She said the amnesty would likely cut four years off jail terms and reduce numbers in Italy's bursting jails by about 20,000.
Italian President Giorgio Napolitano this week urged lawmakers to pass an amnesty to cut jail overcrowding he called "a disgrace".
