Napolitano says 'emergency' conditions in prisons

In a message delivered to parliament, the president repeated a message he has sent many times on the need to improve the appalling conditions of Italy's jail system.
Napolitano said prisons have reached "emergency" conditions and cannot be allowed to slip into a state of "indifference, living with the reality of ....degradation and human suffering".
Italian prisons have been strongly criticized by European authorities for overcrowding that has led to very poor conditions and a high suicide rate.
