The panel is expected to recommend the Upper House vote later this month to expel the 77-year-old billionaire media magnate and centre-right leader on the basis of a 2012 anti-corruption law.
Berlusconi has appealed to the European Court of Human Rights against the ban, arguing the law is being applied retroactively, against the Italian Constitution.
The three-time premier was poised to sink Enrico Letta's government over the ban but performed an embarrassing last-minute U-turn after an unprecedented party rebellion.
