Most of the newcomers arriving in boats from North Africa were rescued by the Italian Coast Guard and placed in reception shelters, he told the Lower House.
A doubling of shelter spaces to 16,000 to make room for the waves of new arrivals is very expensive, added Alfano, repeating his call for greater financial support from the rest of Europe.
Alfano spoke a day after a ship carrying as many as 500 migrants fleeing Somalia and Eritrea caught fire and capsized, claiming some 300 lives.
