Letta says he will pass reforms in 12 months

"Having proposed a system of constitutional reform (that is) balanced and functional...(this) should not scare anyone because it does not upset constitutional principles," Letta said.
Reforms include changing the electoral law so voters pick MPs and making the House the sole lawmaking body to avert a repeat of February's inconclusive general election.
Overhauling Italy's much-criticised judicial system is also on the agenda.
He spoke after winning a strong vote of confidence in his coalition government.
