Part of what has kept the law, known as "porcellum" or a pigsty, is divisions along party lines, Letta said in reply to questions in the Lower House.
The government wants to change the law, which has been blamed for leading to continual minority government, but it needs "broad agreement and understanding" across parties, Letta said.
He has previously said that the law - passed under a previous administration of ex-premier Silvio Berlusconi - poses a serious danger to Italy because it leads to deep divisions.
