Speaking outside a meeting of the European Union's council on competitiveness, Carrozza said she is worried for the country's future as it once again faces threats against government stability.
"The news coming is not encouraging, but I hope they are only threats," said Carrozza, a member of Premier Enrico Letta's centre-left Democratic Party (PD). "We need stability and constructive, democratic debate".
Parliamentarians in ex-premier Silvio Berlusconi's People of Freedom (PdL) party are threatening to resign over a Senate vote next week that could strike Berlusconi of his political seat.
Their resignations would cause the collapse of Italy's shaky coalition government.
