Letta called the current draft ''a 0.5 version'' that first requires consultation with institutions and public entities, a process he said would last two to three weeks.
Letta said the time was ''necessary to allow all the public and private entities who want to make a contribution to do so''.
Letta also said the programme includes a host of reforms that have already taken place.
''It's text full of things already done, I am thinking of reform to the civil justice system, with courts dedicated to investors are abroad, for example, and of simplifications''.
''Then there are all the proposals, some already in parliament and in the process of being enacted, with a calendar for the timing,'' the premier added.
Destination Italy, which contains dozens of measures to facilitate business and investment in Italy was presented earlier Thursday in a cabinet meeting.
