Mayor Giorgio Orsoni praised the deal - reached after 15 hours of debate - as being good for the city, the casino organization and its workers.
The arrangement, which must still be approved by Italy's interior ministry, will see the city paid an initial fee of 140 million euros, plus annual payments based on casino earnings over a 30-year period.
Local community organization Venessia.com warned that the deal means the city has lost its "last jewel" in municipal hands.
