"With this measure, 27,000 substitute teachers will be hired as full-time. Then there is a three-year plan to employ 69,000 teachers," Carrozza said.
"In a moment of crisis like this one, the government is giving an important signal," Carozza added.
Premier Enrico Letta said the law decree also contained a new norm that extends the validity of foreign student visas to the end of the students' study programmes.
The new measure also creates a system for loaning textbooks and digital study materials to students from low income families.
The decree also facilitates school construction and repair by allowing regional governments to access 30-year loans with the European Investment Bank (EIB) and Italian State lender Cassa Depositi e Prestiti (CDP). Forty million euros per year starting from 2014 were allocated for the purpose.
A total of 100 million euros, beginning with 15 million in 2014, are to go to university scholarship funds to be awarded on the basis of student merit.
