"Give the power to the people," in electing a new leader for the commission of the European Union, Letta told a forum in the Slovenian capital of Bled.
It will also boost the moral authority of the EU when it takes a stand internationally, he added.
Without a popular vote, finding a successor to current president José Manuel Barroso could become "a nightmare negotiation" among the 28 member states of the EU.
The president of the EC is at present elected by the European Parliament, with selection of a new president slated for May 2014.
The EU's democratic deficit has hardly improved despite the EP's getting more powerful in recent years, experts say.
