'Putting everyone in prison not the answer'

Council of Europe says Italy must find jail alternatives (ANSA) - Brussels, February 21 - Construction of new jails is not the answer to Italy's problems with prison overcrowding, the Council of Europe's high commissioner for human rights said Thursday.

"If you put everyone in prison, for any offence, the result is overcrowding, and horrible conditions," said Nils Muiznieks. "The construction of new prisons is not the solution," he added. "For this you need to develop alternative measures" to jail sentences.

Italian President Giorgio Napolitano has also strongly denounced Italian prison conditions, calling them "unconstitutional" while urging politicians and voters to make prison reform a priority political issue.

"No one wants to deny the gravity of the emergency," Napolitano has said.
