Sneijder has not played since September after a stand-off with Inter following his refusal to accept the club's request that he take a salary cut in exchange for a contract extension.
The playmaker announced he had agreed to join Galatasaray on Sunday in an interview with the Turkish club's website.
"It will be amazing, I can't wait to go and play my first game," he said. "I will make Galatasaray's fans very proud and happy".
The 28-year-old joined Inter from Real Madrid in 2009.
He was central to Inter winning an unprecedented Champions League-Serie A-Italian Cup treble in 2010. He also helped the Dutch national team reach the World Cup final that year.
