The head of the Union of Italian
Provinces (UPI), Achille Variati, on Wednesday wrote to
President Sergio Mattarella saying that because of government
cuts provincial governments can't manage to put together their
2017 budgets, leading to "very heavy' cuts to local services
next year. Provincial governments were due for the axe under the
government's overhaul of Italy's political machinery but that
reform, among others, was rejected in a Constitutional
referendum on Sunday.
