Tagliaferri has been named to lead the EU Integrated Border
Management Assistance Mission in Libya (EUBAM Libya), sources
said Tuesday. He replaces Finnish predecessor Antti Juhani
Hartikainen as of September 1. EUBAM Libya was deployed upon
Libya's request under the EU Common Security and Defence Policy
(CSDP) in May 2013. The civilian advisory mission headquartered
in Tripoli has a two-year mandate and an annual budget of 26
million euros, according to the European External Action Service
(EEAS). It is part of the EU's comprehensive approach to Libyan
post-conflict reconstruction, has no executive functions, and
achieves its objectives through the transfer of know-how, not
funds, according to the EEAS.
