Proposed new European sanctions against Russia over the crisis in Ukraine will be finalized Wednesday for a decision by leaders of member States on Friday, Italian Foreign Minister Federica Mogherini said Tuesday. Russia has chosen to end its strategic partnership with Europe through its actions in Ukraine, added Mogherini, who was appointed Saturday as the European Union's high representative for foreign affairs.
Speaking to the European Parliament, Mogherini said European Union members will be presented with a package of proposed sanctions in areas including financial services and defence.
