(ANSAmed) - BRUSSELS, MAY 4 - The European Commission has proposed reforms to EU asylum rules that would bring in high fines for member states refusing to take their share of asylum seekers.
    The basis of the Dublin regulation would remain in place, requiring refugees to request asylum in the first EU country they arrive in, but an ''equity mechanism'' would be introduced to help countries that receive a disproportionate number of asylum claims. There would also be the possibility to opt out of the relocation plan through paying 250,000 euros per refugee refused.
    The measures presented include a strengthening of the Eurodac database and the creation of an EU agency for asylum to support and implement the reformed Dublin system. * The new system will automatically establish at what point a country is dealing with a disproportionate number of asylum requests. The ''benchmark share'' will be calculated half on the basis of GDP and half on the population. If a member state takes in a disproportionate number of people totaling over 150% of its ''benchmark share'', all new asylum seekers of any nationality will - following assessment of the eligibility of the request - be relocated in the EU until the number of requests drops below the level. * Any member state will have the option of temporarily not take part in the relocation but will be required to pay 250,000 euros per asylum seeker to the country where the latter is relocated. * The ''equity mechanism'' will take into account the efforts made by member states to resettle those in need of international protection directly from a third country. * The system shortens the time period for the submitting of transfer requests, responses and for the transfer of asylum seekers. It also discourages abuses and secondary movements through clearer legal requirements for asylum seekers, including the requirement to remain in the member state in which the request was made, geographical limits to material benefits connected and proportional consequences in the case of violations. * The regulations protect asylum seekers' interests with greater guarantees for unaccompanied minors and through a balanced widening of the definition of family members.
    * The UK, Ireland and Denmark are not required to take part in the system. (ANSAmed).
