The Parliamentary Budget
Office (UPB) on Friday said there was a risk of the EU opening
budget infraction procedures against Italy unless it is granted
the margin of flexibility it has requested for the migrant
emergency. The UPB said the deviation from the budget-balancing
course would be 0.5 percentage points, posing "a strong risk of
being considered significant". The government is hoping to get
two billion euros' worth of wiggle room from the migrant
provision and has also said it is asking for flexibility for
terrorism expenses.
